Fence Rules and Consent in New Zealand
Most standard residential and boundary fences up to around 2.5m do not require building consent under the Building Act 2004, though local district plans can set their own height and material rules — always check with your council before you build. Pool fencing is treated differently: any pool with water deeper than 400mm must have a compliant physical barrier, and installing or altering a pool fence may itself require consent.
Boundary fences shared between neighbours are also covered by the Fencing Act 1978, which sets out how costs can be shared and how disputes are resolved.
